Intevity collaborated with the U.S. Department of Labor (DOL) to streamline digital systems, increase efficiency, and improve the cost-effectiveness of the Division of Federal Employees’ Compensation program. Initially, DOL aimed to identify a solution for users to submit and review claims electronically. However, upon in-depth analysis, the Intevity team identified a broader challenge facing the organization: the submission and review process for 115,000 claims—that would result in $3 billion in benefits paid to thousands of injured civilian employees worldwide—was incredibly intricate. Replacing the system with electronic forms alone would not address the underlying complexities of optimizing a tremendous benefits program.

Intevity worked with DOL and ASRC Federal to design and develop a new system that considered the underlying processes, people, experience, infrastructure, and data requirements of the overall program. The new system came to be known as ECOMP – an acronym for Employees’ Compensation Operations and Management Portal. The ECOMP system allows for the complete, end-to-end digital filing, routing, and management of claims submitted by federal workers.

Intevity was able to help DOL increase compliance while providing the Federal government with an efficient and cost-effective means to submit claims electronically. Once activated, ECOMP quickly proved effective and transformational to the claims process, cutting processing times from months to hours. The first agency to use the custom solution saw injured or sick timely filing rates improve from 73.5% to 99.2%. As the system allows for more convenient filing, with reduced cost and risk, it is now used by over 70 agencies across the Federal government.
